Tell the year when a comment was made

We have some long running tickets or some times we dig up some old tickets, and it is really tricky to know when the comment has been made because Favro only tells the day and month.
It might make sense to show the year only when it is different than the current year or if the comment or activity is over 365 days old.

Last year comments will now show exact year they were written.
This year comments will only show month and day.

Hans Dahlström: Thanks, that's an ok workaround. But Adding 2020 after August 11 probably isn't too hard, either, and there are probably few drawbacks. :)
